The film is adapted from a true story. War broke out in the Republic of Numea, and former resident diplomat Zong Dawei (played by Zhang Yi) and newcomer Cheng Lang (played by Wang Junkai) of the Ministry of Foreign Affairs were ordered to assist in the evacuation of overseas Chinese. The mission was successfully completed, but they learned that there was another group of trapped compatriots, who were heading to the border evacuation point under the leadership of Bai Huan (played by Yin Tao). In a hurry, the two gave up the opportunity to go home and went back into the war zone.
