In the film, Rather plays a grumpy warden who leads a state prison that ranks first in the country for prisoner riots, medical expenses, and prison guard transfers. More importantly, he believes that these prisoners and the governor (played by Roberts) do not give him the respect he deserves. He has tried many punishment methods, but still cannot make these prisoners behave. The governor also gave him an ultimatum: either manage the prisoners well or close the prison. At the suggestion of his right-hand man Dwight (played by Lawrence), he came up with a very creative idea that can manage the prisoners well and save millions of dollars. This idea comes from the movie "Human Centipede".
