Plot:
On the day when the Touto Line subway in Tokyo opened, a bomb attack against Tokyo Governor Asakura Yuichiro broke out, causing damage to the Touto Line train. After some reasoning, Conan (voiced by Takayama Minami) and others determined that this was related to the construction of the Kitanozawa Dam, which Asakura was in charge of 8 years ago. In order to build the dam, Asakura mobilized the people of Kitanozawa Village to move into the new village, but many people still resisted to the last stage. In order to find out the truth, Conan, Huihara (voiced by Hayashibara Megumi), the Junior Detectives, and Maori Kogoro (voiced by Koyama Riki) and others went to the snowy Kitanozawa.
