The story of "Dead Rising: Watchtower" takes place after a large-scale zombie plague breaks out. The vaccine developed by the government fails to successfully prevent the virus from spreading. Frank and other four protagonists have to avoid infection while looking for the source of infection, but in the end they discover that all this is caused by a government conspiracy.
