The story of the film takes place in the fictional country of Laika and Hong Kong, China. A Shan (played by Gu Bin), an under-graduated police academy student, is ordered to help the criminal group leader A Tian (played by Andy On) in prison to clear obstacles, waiting for an opportunity to approach and gain his trust in order to collect evidence of the criminal group's crimes. After the two were released from prison, A Shan helped Tian Ge rise up in the Hong Kong criminal group. After many hardships, A Tian successfully replaced the group's boss Bao Ge (played by Eric Tsang), became the boss and controlled the group. But just when A Shan was about to complete the task, his identity was exposed...
