A cruise ship traveling around Kobe Port explodes suddenly, and the perpetrators take the passengers on board as hostages and extort 200 million yen from the ship's owner, Kurosawa Kosan. Detective Keimura (Takaya Kamikawa) of the Metropolitan Police Department's Tsukishima Police Station, who happens to be present, intervenes in the case based on a piece of paper he accidentally finds.
