The story takes place in 2006, when Bhutan was promoting democratic reforms and planned to hold a general election. To this end, government officials organized a mock election in advance to test it. In the town of Ula in Ula Gewo, Bumthang County, a monk was ordered by the lama to find two guns to cope with the upcoming changes in the country.
